Dealer licensing is separate from product registration
One point that is easy to overlook is dealer licensing. Product registration and dealer licensing are related, but they are not the same. A company that manufactures, imports or wholesales medical devices in Singapore may need the appropriate dealer's licence.
For overseas manufacturers, this often means working with a local registrant, importer or distributor who understands both regulatory obligations and commercial responsibilities. The licence holder's role should be clearly defined before launch, especially where multiple parties are involved in importation, warehousing, sales or after-sales support.
Post-market responsibilities continue after approval
Registration is not the end of the regulatory process. After a device is listed, companies must maintain compliance through post-market controls. This includes complaint handling, adverse event reporting, field safety corrective actions, change notification and record keeping.
Changes to a registered device may require notification to HSA before implementation. Examples can include changes to intended use, design, manufacturing site, labelling, software, sterilisation or quality management arrangements. The regulatory impact should be assessed before commercial teams commit to a product update or supply-chain change.
Practical considerations for market entry
For companies entering Singapore, the most efficient approach is usually to map the regulatory pathway before appointing commercial partners or announcing launch plans. A practical early assessment should answer five questions:
- Is the product regulated as a medical device in Singapore?
- What is the correct risk classification?
- Is product registration required before supply?
- Who will hold the local regulatory and dealer responsibilities?
- Are existing overseas approvals sufficient to support an abridged or expedited pathway?
These questions help prevent a common problem: treating Singapore as a simple extension of another market. The documentation may overlap with EU, US or Australian submissions, but the Singapore pathway still needs its own regulatory logic.
